No doubt distribution of seats in UN is biased. But considering the fact UN was founded by victors of WW2 and much of the industrial power is still in the global north, it's not surprising to this such division of power among the security council. What I feel we can reform about UN is changing the voting rules. While P5 should be maintained as they are all victorious great powers with nuclear arsenals even as of today, their abuse of veto power should be limited. Instead, we should have one vote for each member of the council, regardless of permanent or not. All decision need to be passed with a significant majority, not just 50% but a ratio of 70%, or in other words no more than 2 against out of 10 votes. Thus 3 Nos from the council like Russia, China, Bolivia blocks the bombing of Syria is over the limit that should be taken as an effective veto. But a single party decision like changing the pending status of Jerusalem just from the USA alone shouldn't be count as an effective veto/vote as the vast majority of the world including EU, RU, CN, IN etc are still in favor of the 1967 resolution. I think this would make UN runs better as the most important forum for multi-party coordination. A single veto from a powerful nation that ruins the effort of 90% of the international community is insane. However, simple majority vote that barely goes above 50% means larger groups(EU, NATO, and etc) can easily gang up and do whatever they want to do. Thus more than 70% or 7 members out of 10 should be the important breaking point of the new voting system. In other words, US veto the world? No way. Russia and China without the support of any another member state including nonpermanent member and simply take revenge due to anger? No way. NATO hangs out together so that Brit/France/USA and European nonpermanent members managed to get slight majority like 6-7 favors but 3 against? No way. If and only if the majority of P5 members gain widespread support out of their normal political blocks, like African/Latino members states. Then we can pass a meaningful solution with something like 8 favors out of 10 votes or at least 7 favors,1 abstention and 2 againsts can't stop a resolution. Correction: Sorry, I remember wrong. Currently, there are P5 + 10 non-permanent members of the council. Then more than 10.5 effective supports (10 favors + 1 abstention = 10.5 supporting votes; 11 favors = 11effective supports) are enough to pass a resolution. So USA + Israels' 2 votes can't block the 1967 resolution. However, only Russia, China and Bolivia's 3 favors that unconditionally support Assad are also not enough, at least they need to get 3 more abstentions(3+1.5=4.5favors) or 1 more favor + 1 abstention to pass their wills. I think this should be fair game to everyone.
