So in Aba and Preach's video they did add the detail that the "prankster" stalked his victim for 60-90 seconds before approaching him. Additionally there was a comment claiming to be from an employee who worked at one of the restaurants and knew the shooter. They described him as quiet, reserved, somewhat timid, and polite. They also stated that they believed those traits lead up to him being targeted for the "prank."
In my opinion it's simply a case of FAFO, with the current evidence it really doesn't seem like the shooter did anything wrong.
