It's not actually that bad. Stalker hood has the same cool down as the E skill (15 seconds) and the hood will amplify the damage by 15% of the explosion even more if he cleric robes + uses stalker hood. Not to mention in open world alot of people use assassin jacket which can be revealed by stalker hood. Also if he cleric robes for the first explosion (which you typically go for) he can stalker hood as well combine the damage and chase with soldier boots and potentially even get the resitance shred + the DMG from the bonus on top of it all.
