@@Kerffus depends, usually it isn't because it falls under the "no other reasonable explanation" but everyone has different ideas of what that means so there's always an LOOC debate and eventual a-help because the sec over there are (usually) less shit than on other servers so they don't want to do something wrong

20:10 if you take a look at currently open prs you'll find that there's currently a rework in progress for implant searching where sec can always search for implants but if they get it wrong they take a ton of cellular damage and need to be treated at medical. Alongside this, cellular damage is being made harder to treat and rarer, so slimes will no longer apply it and you only get it from eating brains or screwing up with implants. Also your ranking for the EMP implant isn't very good, it doesn't exist in a vacuum and when paired with armor or dodging (the mk58 has 11 bullets and it's not hard to miss a fairly large amount of them in a panic) can easily be a powerful tool for winning fights. Especially if you trigger it as sec is already in the process of stunning you, it's very likely to catch them off guard and they won't have time to change strategies before you kill them.
Uplink implanter is good if you know the thing you are about to do will get you perma'd, it was better in the old times where security was a metagaming fest without space law.
on goob station the scram implant is definately S teir, it costs 4 wizden TC (20 TC on goob) , it has infinite charges but a 30 second cooldown and it actually teleports you a good distance from where you are and it wont teleport you into space, all of this for four TC means you can evade situations where you would get killed or stunned/cuffed by sec. the EMP implant can be very useful for nukies (especially jug suits) against less prepared crew which will most likely try to use stun batons on you it can be really useful since your gun will always beat their pistol, it should be B-A teir.
For the DNA scrambler, I guess you have to hit it before you get the wanted status. They go to the criminal records computer and look for your name to set you to wanted, and you're just not on there.
I do want to stipulate off the bat. An emp implanter does have a use for the "die in glorious battle" objective. wish I used it cause it would've been super helpful to avoid getting stun-cuffed.
EMP implant is S tier if you plan on going loud. Nothing else can prevent stuns as reliably, and 3 times at that. If you are planning to fight, EMP implant is as necessary as noslips. Unless, of course, you have freedom implant... Also, uplink implant is pretty damn horrible with the only exception being a perma break out or a warden kill target. Getting sent to perma with a few TC in an uplink implant is really powerful, especially if you manage to smuggle in 8+ tc. You usually have no PDA in perma, not sure if meta shield rules have changed this.
With the syndicate implanter there actually is one niche use besides when you lose your PDA. Security often confiscates PDAs when permaing someone for safety and security reasons, as such if your ever permaed you can still access your implant It also counters thieves pretty well especially if their objective is stealing PDAs as getting a new PDA wont allow you uplink it.
The argument about "look sec got a gun" is kinda invalidated by the fact that now he has to go for the gun and waste time taking it out of the inventory, usually dying in the progress. Even more so for a guy who is using an eshotgun, since you have to drop it, take another gun, and all that takes time. Very handy tool, essentially blocking sec from using their arms for a short while, unless they already use bullets on you lol. Coupled with freedom implanter it makes for an easy escape of most of arrests, if you aren't crit ofc.
you dont leave your gun in your pocket/armor slot? its literally always just a single inventory click to pull out your gun, and even if you slip you usually have another gun too
Storage implant can only go bad it you use it bad I had a guy in a cell with all his thing taken and I know he had nothing on them and he pulls out a crowbar he has no bag striped down to his suit and tried to get out no power at the time.

The storage implant is the entire reason I get the one theif kit as theif every time, and it pays off massively!
You can also implant yourself with any implant to prevent your storage from being found (bikehorn or any cheap syndie), just make sure to do it first
