    would a US based destination planner need to get a tourist permit or any special paperwork to plan a wedding in Mexico?

      So every country has different laws, so for Mexico it's different than other countries. If it's a US-based planner planning for a US couple getting married in Mexico, no they do not need any special paperwork. A work permit would be wise, though technically I don't think it matters. I say that because every planner I know who has done this didn't get a work permit and has never had an issue. The majority of the work (planning) is being done on US soil, so it's perhaps a bit of a gray area. You can always ask an ambassador at a Mexican embassy for more clarification (though I've heard different people give different answers for if you truly need a permit).
