yeah it was over 20 years ago. It's also David Cross's pre-Tobias show, and Tom Kenny's pre-Spongebob show. And Sarah Silverman's pre-Sarah Silverman show. And Mary Lynn Rajskub's pre-Chloe (24) show.
Like so much of Mr. Show, the skit seems just like a quirky, kooky send up of, in this case, tourist marketing, while in fact tapping into deep social critique (I'm not kidding), in this case the whole consumer-friendly clean-up of places like Times Square and Las Vegas that took place in the 90's. Pretty spot on.,

He was on the show because not only was Odenkirk a cast member/writer on the short-lived Ben Stiller Show on Fox in 1991, but David Cross was also a writer on the show, and had a few small cameo appearances as well. It’s how Bob and David met.
bob has come a long way from Tom goes to mayor ,Tim and Eric, then playing Saul. David was great on Arrested Development ,yet all I hear is nowadays is his brilliant stand up.
OMG the bruised knees on Rodrigo (8:20) HAHAHAHAH
