Dan Freeman it's a calling-on song, sung by the leader of the sword dance team to gather a huge crowd. so it prefaces the actual dance. i've never witnessed the procedure, but that's the sort of explanation one can read in certain literature. including the wonderful Mainly Norfolk article on "A Calling-On Song".
