Thin/Thick Skin was removed, but it only altered a few modules: Azami, Lunar/Martian/Venusian Citizen, Astrokaszy & Clan Washout Merchant. Still weird that and Tiered Skills didn't even get mentioned though.

I don't think short range was an issue for the sniper perk, more than likely this change was done to keep the penalty of the minimum range bracket
