Because there are cards with the Dimensional Transfer Ability, and you can summon something big. Frieza's Spaceship, Super Buu(the giant one inside his head when Goku and Vegeta get absorbed), Hirudegarn, Wheelo, and I believe Janemba. And they can also summon regular sized people, like Beerus, I believe Xeno Dabura, and I think SSG. I know that there are Broly cards that have a Dimensional Transfer Ability for Great Ape Broly, but I don't know whether Dimensional Transfer just does a single attack, or if that character becomes your fighter. I think it is just summoned to do one attack.
JonHT96 I've never gotten the chance to play the actual game, so I can't really comment on any of those specifics. I do think those summons just give you a single powerful attack, as it would start getting silly if you were pushing around such a huge character on the screen.

Not Buu, nor can you play as Wheelo or the Freeza Ship, but Hatchiyack can be giant, and Vegeta, Gogeta, Teen Goku, and Broly, and maybe a few others can become Great Apes if you have a card that has four arrows in a circle for your Card Ability *( the transformation ability for everything from Freeza to Oozarus to SSJs being moving the card in a circle)* instead of a japanese symbol, which denotes the dimensional transfer. I believe transformations are permanent. But, I could be wrong. Also, if they are permanent, they are likely very much nerfed compared to this Great Ape boss fight.

So the game gives a reason to make him a character in the game, along with SSJ4. Also, its a game about kids playing a game, so I don't think logic matters.
