Raul menendez is the only villain that truly felt like an actual villain, he's not just some comic book super evil villain that wants to destroy the entire world for no reason or "Haha i hate this certain country i want to destroy it" Menendez actually has a reason for his hatred for america, his sister died by the hands of american soldier and he lost the only family he had left and so he wanted revenge.. he's probably the most likable villain and maybe even sympathize with him for losing his sister. Sure, i may not agree to all the things he did but still, you can't help but feel bad for him

In ended of mw3 he teamwork and tf141 to hunt makarov after mexico incident (shadow attack tf141/SAS and los vaqueroz) and betrays general shephard to reveal shephard ilegal activity and he order to hit tf 141 (SAS) and los vaqueroz in mexico

My opinion is that the best villains are Shepherd, Makarov, Dragovich, Zakhaev, Menendez, Graves and Rorke. More so, it makes them the best, because they fight with their teams on the battlefield. Al-Asad, for example, didn't fight with the Arabians in The Middle East, and Steiner didn't fight with the Russians against the CIA.
The OG makarov was a action movie villain with little to no back story with no redeeming qualities. And that was a good thing. The new makarov has more personality and few redeeming qualities but has BIG shoes to fill.
