The FBI and Secret Service are Federal and could ask local police to not interfere with their investigation--basically meaning they could take over an investigation. Usually this isn't the case as local police and state are eager to ask for the assistance and resources of federal agencies. CIA, however, do not have jurisdiction within the US. They are only authorized to operate outside of the US in foreign affairs. They do help with identifying threats that could become something like domestic terrorism but then it is handed off to the FBI who have jurisdiction within the US. They know within seconds for the most part if someone is under the influence of something or other, but have to make sure all the legal bases are covered if the case is ever challenged in court. They'll go through the entire procedure unless the subject is completely falling down and unable to take any of the tests. Due to the nature of this incident, it's a given that everyone from the shift supervisor, up the chain of command to the police chief, plus the local political bosses, will be looking at what happened and what officers did. Following the book is the best way to cover everyone in that chain.
Idk about Wisconsin, but in NYC it's pretty common to accidentally drive on the opposite side of the road on a one-way street haha. I've done it myself. It's so annoying and embarrassing since I'm not from the city. I literally saw someone do it 2 days ago.

Secret Service has jurisdiction over local law enforcement when involving the president and VP and their families. They rarely have problems and usually work together. One of few cases of disagreement was the JFK assasination. He was killed in Dallas and by Texas law he had to be autopsied in there. But the secret service wanted him brought back to Washington immeadiately and he was.
I don't mean to give a non-helpful answer, but it would really depend on each state's specific laws, which you think would only be about 50 possible different procedures, but it can also vary between jurisdictions within states.
Ultimately Due Process is a big concern, as a breathalyzer is tantamount to search. You wouldn't want a drunk driver to get away with something in court because an officer messed something up procedurally (which does happen). Again, I realize this is a vague answer but it all just depends.
In the US, you are not usually required to provide evidence against yourself, which a breathalyser does. The officers are required to show they have enough reasonable suspicion of intoxication to request such a test. To make it more uniform and accurate, standard field sobriety tests (SFTs) are performed. Any idiot not paying attention can get on the freeway in the wrong direction so that is not good enough evidence of intoxication to require someone to submit to providing more evidence to be used against themselves. And an officers word that he smelled alcohol on someones breath is not really accepted as enough evidence either, at least anymore. So these tests provide the absolute proof they have a reasonable belief someone is drunk. Plus, some states let you refuse a breathalyser or blood test on first offense OWI with no injury or property damage, so those tests may be enough to convict if they do not have those test results.

It's not about the actual answer. It's HOW they answer them. If he starts stuttering when they ask if he's affiliated with any of those groups, or any of those questions, it's a tell sign. The fact that he laughed at the questions saved him in a sense

Local police vs county / state police also serve slightly different functions. in generally local police do most of the local policing and state police exist to oversee/audit the police and handle complex cases or conflict of interests.
The US Secret Service can't command the state/local officers, but they're all going to work together anyway because they're all ultimately Americans just trying to uphold the law and keep people safe.

True, but the USSS has a very narrow scope of operation. So in the huge majority of high level crime situations the USSS is not involved.
