In the updated NPCC/Home Office/College of policing, guidance on public photography it is made clear that simple straight forward explanations go a long way to dispelling the suspicions of both parties. Officers/staff must clearly identify and say why they require the person to leave and what powers they intend to exercise. HOWEVER it can all be avoided by a sign at all entrances saying NO PUBLIC ACCESS.

When you find out that the non welsh speaking person can speak welsh after all and has heard everything you have said about them.
