1981 Vanagon idle does not function ideas?

just swapped out the 02 sensor, now it at least starts but still does not idle properly, engine was rebuilt by previous owners mechanic, i'm guessing idle control module n heat sensor are worn out ,,2 other flathead screwdriver settings are not correct.. if you have some ideas let me know , i've got an 81 n a 82 ...
