If I’m not mistaken, Gorbachev was removed from Street Fighter from here onwards because of the fall of the U.S.S.R in 1991, and because of political reasons.

They also removed the USSR flag and voiceline as well as the hammer and sickle on Zangief's stage in Ultra Street Fighter II: The Final Challengers on Nintendo Switch
