@@woofle4830 It doesn't. Basically the F+ donor cell will try to transfer anyway, whether the one it's trying to transfer to is F+ or F-. But F+ cells also produce surface exclusion proteins. These surface exclusion proteins will prevent another F factor being transferred to a cell that already has one, while an F- cell isn't making these proteins and so the transfer will be successful.

Is the same type of plasmid transfer mechanism used to transfer other types of plasmids besides F+? Or is this mechanism of transfer only valid for F+ plasmids?

This is the case for nearly all plasmids undergoing conjugation.

For conjugation to occur, the plasmid in question must have the encoded sequences of DNA, such is that of the F Plasmid, that transcribe for all of the machinery involved in conjugation. Plasmids do not need to undergo conjugation to be inherited, for they can be simply passed on to daughter cells via Vertical Gene transfer , AKA asexual reproduction.
The main characteristics that most all plasmids share are
1) An origin of replication
2) A promoter sequence
