Because they didn’t discover the emergency condition until last week. The symptom they discovered in May did not necessarily indicative of an emergency. Kind of like your doctor looking at routine test results and saying, “everything could be fine, or you could have a serious kidney condition. We won’t know until you see a specialist.”

How come I'm not getting help financially, my home went completely under water from the flood and it started in April may 2 made it bad, may 16 was the worst, I have to tear down my home, and live in a tent, why I can't answer that, because fema. And the state of texas can't give me a straight answer,
FEMA Has nothing to do with the dam or the flooding or anything else. FEMA Only helps with resources, recovery, and coordination. If you have flood insurance through the National Flood Insurance Program, your insurance agent should be able to help you with your claim. If you don't have flood insurance, then there is nothing anyone can do other than FEMA giving you a low interest loan so that you can rebuild. You will need flood insurance for the future, and you may want to consider building your house on piers to elevate it above the flood zone. Flood insurance will likely triple next year. Scientist warned us for two decades that flooding would become much more severe along the gulf coast, and this fall, Congress is likely to either kill the "Socialist" national flood insurance program or require it to greatly shift the premium load to the coastal states, and rates are projected to triple.
