jacob laventure Yes, by modifying the data he sends to the host or the server by changing his client's source code; he's not stealing data from other's clients or from he server/host. If he did, that would be hacking, but this is modding.

You do realise that if you just used a model with no attachments, u would also be able to do what he was doing, chances are that he wasn’t even a modder, it’s just that he know that his friend was a modder and his friend was the host. I used to host these lobby’s all the time for my friend because I used to be a modder for ps3, but I got banned and now I need a new CID.
