This is a step by step instructions to configure IIS to use SSL on your WSUS server running on Windows Server 2019. For this guide I have a single WSUS server deployment in a single domain environment running on Windows Server 2019.
1: Obtain SSL certificate from Local CA.
2: Bind SSl certificate to WSUS website in IIS manager.
3: Enable require SSL on WSUS Virtual Directories.
4: Use "WSUSUtil.exe configuressl" command to setup WSUS to use SSL.
5: Update the group policy settings to use port 8531.

I am wondering if we can install certificate to 1 of the Downstream server. This downstream server is our Public Facing WSUS. Will that work?

My WSUS is isolated and its not in a domain. It is in a workgroup. Workstations are communicating with him with IP address. Can I put IP address instead the full WSUS name in Powershell and on GPOs later ?
If we create self signed certificate then do we need to import it on all servers?
SELECT button is greyed out on 2nd screen when I try to create certificate.
Can we install a SSL on Workgroupd WSUS server by choosing the option "create domain certificate" which is grayed out for me, not allowing to choose the domain even thought I have configure ADCS service on my DC. Please suggest to generate a key for a workgroup wsus server
Maybe need to re-install CA and make sure you CA is an Enterprise CA and not a standalone.

Did you check the group policy status on client computers?
If yes, then manually run wuauclt /detectnow and wuauclt /reportnow command on client machine. Soon your computer will be available under unassigned computers group.
It’s always taken a long time to report in. I set up the WSUS environment for all of eBays DCs in 2009 and it was the same then! Watching the instructor execute multiple wuauclt commands made me chuckle.
