Rehabilitate with the aim of integrating them back to communities. Why keep them in the 1950's to release them back to communities who will be in 2000s. Operate businesses absolutely not. They should be allowed to have devices, but just like a work laptop or a school laptop, they should be provided by the institution, and they should be heavily censored. No porn allowed, no social media, no businesses, no VPNs, no downloads allowed from unrecognized websites unless authorized specifically by an administrator. It’s not that hard. Companies do this all the time with work laptops. That way, the laptops can be used for strictly education, authorized entertainment and reading, that’s it. Like on my work laptop I can watch TH-cam, but I can’t create an account and sign in. I can’t connect to a gmail account. I can’t open porn. I can’t download movies, or even Adobe Photoshop. Nothing except authorized work materials.
