Thats not a cutscene, just place a spawn trigger then place a static trigger and a 2nd spawn trigger and click spawn triggered. Then make the static and 2nd spawn trigger in the group of the first spawn trigger. Then make the 2nd spawn trigger have a delay of however long you want to keep it there. Then place another static trigger, give it the same group as the 2nd spawn trigger and give it exit static.
