That is an 80’s vintage Quantum (before the Berkley era) micro rod. I have replaced the Tennessee handle and added a short extension to it. One of my Ingrams Pond videos shows the setup in a little more detail. They are an absolute blast to fish with, however have been discontinued for many, many years; finding one now-a-days is next to impossible too……..unfortunately. A good rod maker can make something close to it by using the tip section of a 0 weight fly rod tip section.
