Valves are used for maintenance point of view because some you have replaced or repaired then valves are used for on/off purpose. Without valve BTU meters can install but it is not good practice

Both valves actuate through thermostat but 2 way valve resist the flow and 3 way valve divert the flow when temperature achieved. 2 way valve has two ports and three way valve has three ports.

Valve and pipes sizes remain almost same and some times valve size size small because valve select as per flow.

Why on earth would we choose to mix flow that's going back to the chiller, instead of mixing what's going into the FCU or AHU?
