Well he doesn't handle the drugs himself, his goons do it for him In that perspective Vic becomes kind of a hypocrite, especially if you consider his character on GTA Vice City's intro
Armando is such an interesting character. He looks sophisticated and eloquent, yet he is very ruthless, perhaps on the level of Ray Bulgarin, which says a lot. Lance’s plan was actually a bit short-sighted if you think about it. But I think that Lance merely sought to buy them some time, at least to try to get on the Cartel’s good side, which they do in a way. Like I mentioned in a previous video, you see Armando trying to manipulate Vic into doing his bidding, pretty much each job: the first mission, has Vic by the neck and has his and Lance’s lives threatened. Second job, uses the fact that Vic doesn’t have a choice but be involved in the drugs trade, so that he will do his bidding and eliminate his competitors. During his third mission, he too threatens Vic by saying that if someone feels insulted by you in the criminal underworld, it won’t be long before they try to ride themselves of the insulted party. Armando doesn’t take kindly to petty slights and in a way this foreshadows what happens in his last meeting with Vic and Lance.
Yeah i was a bit confused when they decided to kill off Amando and have his brother be part of the final showdown when Amando was much relevant to the players experience and just simply more fun as a villain than "the mute" who we dont really care about and who is overshadowed in the final fight by the charismatic love-to-hate-him personality of Martinez
But then again putting Amando and Martinez together in the same showdown may have muddied the waters a bit and clashed focus-wise so maybe it was better to have him as his own boss fight alone even if its at the cost of not having him be part of the finale
