The Old Testament is not full of Hebrew patriarchal, tribal and local traditions? How many times do you see the word "tradition" in the Old and New Testaments?
The New Testament was not 'complete' and agreed upon until the 390s AD. What do you say the "true church" should have held to as an authority before that point in time? And many of the books in the New Testament are letters written to churches that were existing.
