The issue is more than one for the Commonwealth. The Caribbean covers islands etc that were part of various European empires, as were countries across the Americas. So either it is an issue that is not going anywhere or even if accepted then it would need a body to oversee all aspects. The United Nations is compromised due to modern issues with some members states.
