It’s literally the dispatchers job to say life threatening or not. Why would police treat every 9/11 call as life threatening when they get told specifically which ones are or aren’t. Also I’m pretty sure if a call gets relayed as life threatening fire truck and ambulance would’ve be notified too. You can’t blame cops for treating something as non life threatening, when that’s what they’ve been told
