Factory workers often have access to AC at work (office workers not so much), and home AC exists as well.
When COVID started, DPRK had news broadcasts warning the population that the AC doesn't filter airborne pathogens and they should not rely on it to stop COVID. If AC is widespread enough that the government mentions it in their COVID PSAs meant for the general public as the audience, it's gotta be at least not unheardof.

As a Korean, that movie is really different from the real one. Korean language in there is not korean. It's more similar to Chinese.
It is a Dutch commercial for an insurance company. I think finding Korean actors to do this can be difficult, they might get in trouble.
