Notice the mark on the flap lever at 2:38 It says 110. In the C172 you may lower the first stage of flaps to 10 degrees below 110 KIAS. Below 85 KIAS you can go to 20 degrees flaps and all the way to full. Now in the sim, when you lower your flaps below 85 KIAS, the nose of the aircaft wants to pitch up. Most people instantly pitch the nose down without reducing power. As a result the airspeed raises above 85 KIAS and they will get that penalty.

Literally no one is complaining about flaps penalty because they were going to fast while deploying their flaps. They're annoyed because the game is bugged and will hand out this penalty even if you don't deploy flaps.

Now you need to add that stall speed increases with bank angle.
