Pretty much the entire world's governments have hated the US since WWII, regardless of the administration. National policy wrt the US is based primarily on two things: access to the US market, and protection by (or fear of) the US military, including the nuclear umbrella. It's very strange that America has never done anything against the cartels in Mexico until now, while America has been invading various other countries arround the world. I think its more important to protect your own country from cartels than messing with other countries.
The US has actually done quite a lot against cartels, but it isn't an issue that's going away anytime soon. Heck, an invasion of Afghanistan didn't make the talibans go away either. The only way is to raise living standards in Mexico so people don't resort to crime and joining cartels, but with tariffs it's only going to make people poorer and crime worse.

I as an European think that the EU and Canada (also Taiwan and others) should start working together more closely, especially if Trump actually wants a trade war.

National policy wrt the US is based primarily on two things: access to the US market, and protection by (or fear of) the US military, including the nuclear umbrella. The only way the US can be isolated is for countries to be willing and able to relinquish both.
