I have a Panasonic toughbook cf-31 mk3 I think the memory calls for ddr3 however can I upgrade to ddr4 ?

No, Ddr3 and ddr4 are not interchangeable they have different pinouts

No however you can swap the ddr3 modules for faster ones with more capacity, or just a higher speed dimm but the speeds you can get will depend on what your motherboard can support

some quick research tells me your motherboard supports PC3-12800 SDRAM at up to 8 gigabytes per slot for 16 gigabytes of ram total, hope this helps
