This is not a case of the US legalizing marijuana, this is a case of US making a campaign targeting farmers to increase already legal hemp production, because it was needed in the war industry. The legality and restrictions of MJ where not affected by this, at the time marajuana where regulated by tax legislation adopted in the late 30s, and that code didn't get change in connection to the campaign (but would end up being struck down by the supreme court. that's another story however). The comsumption was highly restricted before the 42 campaign, and remained so during it and after.
