Hi Marty! At the end of the video you share flattening and creating a composite of the layers before saving / exporting - is this necessary, or is just 'Save As...' or 'Export As...' just as good without creating a composite / flattened image layer?

No, it’s imitating very slow panning, only the tip of the trains nose would be sharp in that instance. Normal panning speeds the whole train would be sharp but always the buildings would be blurred.
Unfortunately, since the Blur Gallery isn't available in earlier versions, you'd have to figure out some workarounds like using the Liquify Tool, the Smudge Tool &/or Motion Blur however, they wouldn't be nearly as effective.

The PSD file I provided includes the alpha channel in the Channels panel. To see the Channels panel, go to Window > Channels.

Am using CS5, am not sure if my software can achieve this tutorial, this particular tool look new to me.

There are workarounds, but they're not as effective as using Path Blur. The tools are the Liquify Tool, the Smudge Tool & Motion Blur.
