Excellent tier list. I agee with the placement of Riddler as he is a pretty solid villain but wasn't in many episodes because of how hard it was to write him.
I really struggled with placing the Riddler on this list. John Glover was excellent, and Riddler’s Reform was wonderful, but he just didn’t get used enough in the show.
This was a pretty good tier list. The only thing I would disagree with is the inclusion of Superman villains since technically they were guest stars. It was great to see Ventriloquist so high on this list. Personally, I would place Baby Doll in A tier. True, she doesn't have that many appearances but her debut episode was really strong and the themes explored were very mature.
I felt similarly. It was a pretty complete list, I just think that some villains didn't need to be included. If the criteria for inclusion was that the villains had faced Batman then Justice League villains like Gorilla Grodd and Dr Destiny probably should've been on there too. Having said that, this gets bonus points for including obscure Batman Adventures villains.
I feel like Professor Milo might have ranked a bit higher if you had been able to include his appearance in Justice League Unlimited. He wasn't great there either, but his confrontation with Amanda Waller, his fantasy revenge sequence and his botched plan at revenge were very enjoyable.
2:39 I'm not familiar with how Anarchy is portrayed in the BTAS comics but in portrayals I *have* seen I really like him and would particularly shout out his portrayal in the computer game Batman: Arkham Origins.
Putting Mastermind, Perfesser and Mr. Nice in D-tier really hurts my heart… I know they aren’t the most impactful or deep characters but they’re easily my favorite original characters to come out of the BA comics. They remind me of Ed, Edd and Eddy

46:17 Typically, musicals aren't fun. Theyre the way to make the worst version of something (I have concerns for Joker II.) I mostly only like musicals that send up the genre such as Avenue Q. Some musicals are OK like Littlest Pet Shop and Rocky Horror, which are also dark comedies. But the serious ones, often after watching one I end up thinking it'd work better as a straightforward drama. In a serious story I find the songs and dances are immersion-shattering distractions and padding that just slows the pace.
I think Lloyd Ventrix deserves B-tier, only because his episode was very impactful to me personally. Few things are more villainous than a terrible father.
Generally I agree with most of your rankings. Harley Quinn is SOOOOO overrated in the batman rogues gallery universe in my opinion. Nothing but a good sidekick!

Yeah, Anarchy is alright. I thought they did a decent enough job with him in Arkham Origins
