Here is a simpler version. Fill a plastic container, large enough to hold the tile, with water up to the rim and freeze it. Connect Peltier tile to a low current motor, put the tile on the ice, put the palm of your hand on top of the tile and press. This would cause the motor to turn. You can get the tile and the motor from eBay.
