You missed quite a few characters but I’ll go over them.
The Rest of the Red Lotus: Bronze Medal of Evil
They’re all bad, but have some good intentions. That doesn’t justify poisoning the Avatar and putting her into an almost comatose state. At the very least, they do care about each other and Ghazan and Ming Hua at least are friendly to Bolin. If I had to rank the from bad to worse, I’d say Ghazan as the least bad, then Ming Hua, and finally P’Li as the worst of the 3, but behind her boyfriend Zaheer.
Yakone: 4th Most Evil
This guy is straight up insane. Before he became a horrible father, he was a crime boss that was guilty of multiple counts of blood bending, and even tortured Sokka and the rest of the people in the trial. Not to mention he raised his sons with actions of revenge that he couldn’t do (*AHEM* Endeavor much?), and he was quite harsh on Tarrlok while favoring Noahtak. His worst action has to be making his sons bloodbend each other, but he isn’t higher since he can’t compare to a lot of the other villains in the Top 3.
Pema: 6th Most Good
Although she doesn’t do much, she’s a good mom to her kids and is nice to her husband. But unlike Korra, Wan, or Raava, she doesn’t do any world saving which prevents her from going higher.
Earth Queen: 5th Most Evil
Honestly, she’s here and a big reason is how much of a coward and selfish person she is. The Earth Kingdom was only as a way to benefit her and not her people. She kidnaps Airbenders and forces them to be her army and puts them through harsh conditions, and she even uses Korra to obtain a large sum of money and refused to keep her word. Not to mention she wants to eat rare animals and was revealed to have eaten Bosco. I want to give her a higher spot, like 2nd Most Evil at most. But she’s more of a selfish coward rather than a world ender.
For Pema, I don't think she should be ranked that because she didn't have a major role in the series. Ikki and Meelo had more important roles than her.

Zaheer just wanted the best for the world and he had a good point especially seeing how the Earth Queen was, he is much better than Kuvira for sure
Agreed. Kuvira wanted to unite everyone so she could be a dictator over all, and Zaheer (though chaotic) wanted everyone to have their own freedom. Plus he only killed one tyrant ruler, whereas Kuvira killed two guards in a building she blasted for no reason.
But his intentions would result with the world in chaos and he’s fully aware of that and tried to finish the avatar cycle to make sure that happens
Unalaq is easily the most stupid villain in entire series.

In Rako's case he turned out to be even worse after the series ended, attempting to steal credit for Asami and Zhu Li's housing project, not caring about said housing project the minute the cameras were not on him, ordering the military to do the equivalent of fire hosing peaceful protesters with Water Benders, nearly caused the death of Asami through poor crisis management, and then fled at the first hint of danger.
Also in the comics, Kuvira worked with Korra and the rest of the heroes to stop the remnants of her empire, saving the Earth Kingdom from a psychotic military officer and his team.

I would not put Korra that high. I would definitely put Asami above Korra in terms of goodness for sure. Additionally I would also put Opal above Korra. While Korra does show some good character development throughout the series, she is really cocky and impulsive which results in putting people in unnecessary danger. Consistently.
What about the Earth Queen? She seemed off anything more evil the Vatuu because of her chaotic evilness and the whole thing about Vatuu being born to that while she had a bunch choices to be become that evil.
It would have been interesting to see how she'd rank in the evil section. Such an insufferable character.

That said, I do think Jinora is more mature and has contributed more than Asami
I don't think Jinora is necessarily more mature. Her confidence is entirely reliant on her accumulation of knowledge and can be a bit above it all because of that. She also tends to let her accomplishments get into her head, although not to the point of arrogance.
