I feel like Zoroark is the most deserving to be a mythical, at least in the older games. You can’t get it normally in the game, it has it’s own movie and a very special ability, it has a signature move, it was strong enough to fight the legendary beasts, and it was introduced a generation early. I always felt him and Lucario should be a legendary or at least some higher status
At least until gen 7 because there are wild Zoruas and Zoroarks in that game.

I've always felt like there should be a recognition system for legendary pokemon. Like if you send one out, your opponent makes some comment about it. Hyno, the beautiful and elegant guardian of selenite island
Pyros, the kind and loyal guardian of amber island
Eletres, the serious and stoic guardian of citrine island
they are known as the shrine guardians. In eons past they protected the 3 islands from harm, and in exchange the people of the islands gave them offerings at their shrines.
There’s also a mythical named verdequa which is kind of like shaymin in appearance and resides on Jade island, in a secluded forest with a much more modest shrine, this Pokémon watches over the forest of jade island and spreads seeds to allow more trees and flowers to grow. The quartet master is known as yiyang which kind of looks like a symmetrical absol, it is the gurardian of every island and gives no mind to any of the people of the islands.
