வெள்ளத்தனையது மலர் நீட்டம் means "the level (height) of the stem of the flower (lotus) keeps pace with the depth of the water". When there is lot of rain and the level of water in the pond rises, accordingly there is growth in the height of the stem so that the flower on the top of the stem always stays just above the level of water (instead of getting submerged). Correspondingly when the water level drops in the pond, the stem being delicate modifies (shrinks) so that again the flower base stays at the level of the water rather than fall off into the water.
This kuraL (வெள்ளத்தனையது மலர் நீட்டம் மாந்தர் தம் உள்ளத்தனையது உயர்வு) indicates the power of accommodation by the lotus/lily flower/plant in the water. The analogy then to the human being is that "attitude determines the altitude". How you view the external elements around you (in terms of your attitude) determines your standing, contentment, and happiness. Essentially you determine your position in the environment. You can't control the external elements but you can control yourself about how to react or not to them.
