Part of it is that he's probably comfortable with it even though PC's are far weaker than in season 1. Other reasons are thoat PCO sets the board nicely (PC or no PC), is still capable of starting a game even when weakened, and performs consistently. The higher rank you climb, the less important how "powerful" an opener becomes (unless you're really an opener main), and it is instead more important if it sets up the round in a way that beneficial for you. The other benefit is that if your opponent screws up his opener, it's likely that he'll either die or be in a very disadvantageous position.
