Yes but not using Preview. You would need to add the cut-out part as a layer to another background image using a software like inkscape.

PLEASE HELP!!
This used to work however rather than getting a Transparent background it changes to a Black Background when saving as a new document..
Any ideas how to fix it?

A transparent background in Preview looks dark grey. Make sure you save it in the PNG format as shown.
