There's already totally uncensored AI out there "in the wrong hands", and hacked versions of the best stuff out there. There's no way you can control it now. Cat's out of the bag. Best part of it all is, when it does get abused, and this creates high profile shock events, the "experts in the field" are the ones that will get blamed. LOL! The power player elites will be quick to throw their pets under the bus. See, they don't trust you. They don't even LIKE you. So when a high profile shock event happens through the abuse of AI, they're gonna think YOU did it. YOU'RE the gatekeepers of AI, after all. And if you failed at that, in their eyes, it's all YOUR FAULT.
