When you think about it, compared to any other faction, the Custodes are all slaves. Guardsmen can desert or go rogue. Astartes can fall to Chaos or become renegades. The Mechanicus can become corrupted. But the Custodes can't. They psychologically cannot even consider the possibility. They have no choice but to be loyal to the Emperor. They aren't really anything more than powerful servitors in golden armour.
The 4th Legion is NOT called "The Thunder Warriors. The 4th Legion's primarch is not called "Ushotan" either. Primarchs of the Thunder Warriors are Thunder Warriors. This usage of the term predates what we know as the 20 Primarchs. Ones like Perturabo.
Bit of context ^^ If I recall, the Thunder Warriors were organized in 20 units each led by one with the rank of Primarch (which just means something like First Ruler). Although these og Primarchs were separate people from those of the Legiones Astartes (i.e. the ones we think of when we hear Primarch), it is definitely implied that the Emperor copied the organisation of the Thunder Warriors into that of the Astartes (so, 20 strategically and tactically distinct units under a Primarch), although I don't think (keyword: think. This is speculation on my end) that the bond between the Thunder Warriors and their Primarchs was psycho-genetic, like that between Astartes and Primarch.
So thunder warrior primarchs were physically regular thunder warriors who got given the rank of primarch as a title. That said, they were very powerful

He was amongst one of the regiments that joined the Thunder Warriors. They came to fight just as the rest.
Custodians have no concept of funsies, only fisties.
