I don't believe you that this is on very hard difficulty. On very hard difficulty almost all the players in the game serve very well. So this must be on a far less difficulty level than very hard.
I really think VT3 is by far better than this one, despite I never played VT4, just watched some vids. If this is on very hard idk what they made with the IA but it looks like the normal difficulty of VT3
