My picture size isnt available its greyed out saying function unavailable help plz

On my picture setting option, this Samsung says picture size is not an enabled function. It's defaulted to 16:9 with no Custom option. I'm using my laptop (with windows) on this HDTV and sometimes, it formats itself correctly, but other times, the formatting is off and everything it too-big. I can't seem to figure out how to override this silly thing. Any ideas?
