DJ Premier is known for mixing and scratching other lyrics from other artists in the chorus. That's his signature style. You can almost always tell a DJ Premier beat.
The chorus is a quote from another song that DJ Premier cut in. He's famous for that during his work. That quote isn't even Jeru himself. Primo is regarded as one of the Maestros of Hip Hop. This song in particular is a classic example of him producing a track that fits the theme of the subject material.
He carefully injects the appropriate quotable for the chorus and like a lot of his other work, throws in a subliminal sound to top it all off ( The cash register). And not only that, this man is a PRISON WARDEN when it comes to timing. Listen to that cash register queue again. You notice how it ends precisely on beat? Now that you know that the chorus is a quotable from a song that he's just scratching in from the turntable, listen to how precise and on time those cuts actually are.
That is classic DJ Premier with a classic lyricist ( Jeru ). His body of work is what I like to consider "Top Shelf" material.

In the 90's there was this type of underground hip-hop, which is a form conscious rap. About the upliftment of the urbanized areas, it was all about the art of street rhyming over beats, not the commercialized pop junk that is heavily played on the radio nowadays. It was like spoken word about real life situations as opposed to your regular rapper speaking on money, cars, drugs and hoes. Hence, why he made the comment on puff daddy. Puff Daddy was hated upon from the underground hip hop scene because he was commmercializing the art and making it mainstream all for the money. Which you see today in hiphop, saturated with rappers jumping on the scene all for the money and no basis on the art form.

I forgot to add that the word you were trying to pronounce earlier is pay-ps, short for papers/money.
I appreciate you going outside of your comfort zone and trying other things, most rap artists are already familiar with other genres, especially 80's pop and rock, the art of sampling also helped tremendously.
And don't think that all hip-hop heads can decipher every lyric or concept, it's sometimes only clear to the artist and his or her circles and sometimes it's regional.
I couldn't begin to explain E-40's slang, some other west coast slang, some southern, midwestern, etc.
Oh, I don't know if anyone has brought up the true lyricists of hip-hop that might be of interest, Black Thought Hot 97 freestyle, Canibus I Honor You and his 97 freestyle, Elzhi, Skyzoo, Benny the Butcher on Lucha Bros, Yasiin Bey formally Mos Def on Peppas with Talib Kweli and Westside Gunn, Freddie Gibbs with Crime Pays, Little Brother, Kool G Rap, just a few to start in that direction.
