    He's talking about getting retribution against a police informer who (wrongfully) ratted him out to the police for a stabbing.
    It's all in a Jamaican accent because, while he's a white Canadian man, he grew up in a Toronto Jamaican neighbourhood.

    In a '93 documentary, Snow says the line implies fisticuffs-“'A licky boom-boom down' means, like, I'll hit down the informer; I'll knock the informer out”-yet the music video's pantomimed gunshots suggest something more lethal.

      Boom boom is a gun. He’s saying he’ll shoot the informer down. Interview might just be trying to put a nicer face on it for the kids.

      He is saying the informer has wrongly blamed him for the stabbing. So now the detective says that snow stabbed someone ‘down the lane’

      @@chrisragona3945 it can mean both. "Lick" is used in its meaning as a physical assault, as in "he wants to fight? I'll give him a licking", or "takes a licking and keeps on ticking". Bum bum means butt, so he is literally saying "ill kick his ass". BUT emphasing the bum bum the way he does, he uses it as onomatopaeia for the noise of gunshots. So now its like "ill shoot his ass". But it seriously could be interpreted either way, so he wasnt lying-just not telling the whole truth.

      I grew up Vancouver in the 70s/80s and "lick" meant beat in some kind of competition, but it usually referred to a fight. Getting a "licking" though, specifically meant getting a spanking or beating from a parent, as a punishment. That was still kosher in those days. The neighbourhood was ethnically mixed with mainly caucasian, chinese, portugese and native indian, but no jamaican at all.

    Every time I hear this it reminds me of the Chris Rock special from the early 2000's. You know, the one where he talks about the Tossed Salad Guy, from the HBO Jailhouse Special. Because in the HBO bio, this song is playing while an inmate talks about intimate moments shared by 2 men in close quarters.

    He was in a knife fight behind a bar in Toronto at 19 ,he was eventualy charged with attempted murder , but while in jail ,charges were dropped to aggravated assault, the informer was someone who happened to witness the knife fight and was worried he would INFORM on him.
