      @@painterman235 I think Rice v. Connolly [1966] 2 QB 414: Establishes that refusal to answer police questions or assist in their inquiries * does not in itself * constitute obstruction.
      And/But,
      PACE Code A, Paragraph 2.2: provides that: "Reasonable grounds for suspicion depend on the information available to the officer and the individual’s behavior. Suspicion must be based on facts, information, and/or intelligence which are relevant to the likelihood of finding the item sought."​​
      Misuse of Drugs Act 1971, Section 23: "A constable may search any person suspected of having controlled drugs in their possession."
      So ‘I think’ this is how the grounds work?
      Of course I am no expert in law.

My guess is, if we saw it from their angle and 5-10mins before, it'd look like he was watching them and trying to look like he was avoiding them as in intentionally trying to look shifty.

      true but its not just these 2 individuals its police officers as a whole overwhelmingly dont understand yet that they cant just detain people randomly (a small percentage obviously seek to do their jobs to the best of their ability just like with any job), that there are very specific circumstances for it, and thats why auditing, done properly, is a must and not just some weirdo activity like most ppl see it as.
      maybe im naïve and they do know they shouldnt be detaining people without set in stone grounds and they just know theyve been getting away with it for decades so its the easiest way to do their job, but i think a lot of them genuinely dont know the law as well

      @@ItsEasyJustLift I think the majority just simply don't know the law and aren't well trained. They also have a general sense of impunity and don't worry about consequences of doing something wrong. Then, in my view, you get the much more dangerous ones who actually do know the law yet chose to wilfully abuse and misuse it for their own purposes. This adds a level of deviancy and malicious intent which is missing from from the ignorant ones which don't know the law, which is bad enough in its own right.
      The quality of policing has absolutely nose-dived in the UK over the last couple decades. We're at an all time low, civil rights have been assaulted, police powers massively expanded, and not to be such a pessimist, but I only see it getting continuously worse over time.

    Walking away from police is not sufficient grounds to suspect any sort of unlawful behaviour.
    They are grounds on which to believe the member of the public did not want to be inconvenienced by some BS unlawful made-up search by the police.
    "The whole demeanour" - what he means by that is that he tends to punish people that don't lick his boots - by using the process of the search as the punishment.
    Reggie did not have slurred speech. He was walking in a co-ordinated way. He is not a known drug user or dealer.
    An area being relatively high for a certain type of crime is not sufficient reasonable grounds to do fishing searches.
    All in all, another claim for compensation via HNK. This might be a relatively low amount of compensation, due to it being a quick search. But even so - we all know that he searched you for completely unlawful reasons.

    The police officers were friendly enough but overstepped their powers. Being suspicious or having the wrong demenour is not grounds for a search.
    This illegal search should be referred to the ICPO.

    I've just done a quick search on Blackpool crime rates. The crime rate is 97% higher than other towns in Lancashire making it the county's most dangerous town. In 2023 there were 10,388 violent or sexual crimes and 2283 reports of criminal damage. There are also several unsolved murders in the town. Looking at these two constables we can clearly see why.

      I’m glad you mentioned unsolved murders in the town. I used to work with a guy who lived in a town near Blackpool. I thought he was exaggerating when he told us about there being lots of murders in Blackpool. Particularly of homeless men and drug addicts found in alley ways but not many of the murders were solved!
