What you see here are two stages of the process of taking a core drill sample in one picture. First the Rover is using a flat drill bit in order to remove the top layer to get rid of the possibly contaminated surface of the rock and create a flat surface. Normally it's switching to the core drill bit and drills right into the shallow hole. In this case it probably didn't work as planned and the core drill was made on a different spot right next to the 1st attempt.
The drill bit diameter is 24 mm btw.
