Pacquiao is my favorite current fighter but I wouldn't say he has the best footwork. It is tough to quantify. He sometimes gets his balance off or lands in a bad position because he guns it so quick. But at this stage of his career he had the FASTEST feet by far and it was absolutely elite and top 5 footwork for sure. His feet still make solid fighters like Bradley and Vargas look like amateurs. It was worse in the 1st Vernon fight actually. After getting seriously hurt in the 2nd round he never recovered physically and mentally and spent the next 10 rounds just trying to avoid getting hurt again while barely throwing more than 15 punches per round.

agreed this was Pacquiao's last fight in his prime. even his next fight you could see his speed starting to slow down a bit and his work rate going down. although he's become better defensively since then as well. his ability to block punches and stay out of harms way really has improved since the Marquez KO. he's not the same physical marvel he once was but his boxing has actually become more refined. he's a hell of a boxer
