Pacquiao is my favorite current fighter but I wouldn't say he has the best footwork. It is tough to quantify. He sometimes gets his balance off or lands in a bad position because he guns it so quick. But at this stage of his career he had the FASTEST feet by far and it was absolutely elite and top 5 footwork for sure. His feet still make solid fighters like Bradley and Vargas look like amateurs. His calves are enormous too!
One of the fastest hand, might be the best footwork but loma is up there, one of the hardest puncher ever, high i.q. and very humble person. We will never see another pacman. Believe me.
