A runaway girl and two of her friends witness a deal between a corrupt union boss and a crooked special prosecutor. While running away, one of the boys is killed and police race to get to the two witnesses before the hit men do. Complicating the investigation is the fact that the special prosecutor has access to the same information as the police do.
