At 33:20, the motor does not sound slow, it sounds rough. It might be that the extra height of the new tank is causing the fuel pressure to be higher than originally designed, causing the carburetor float to rise higher than normal, causing a richer fuel mixture, causing rough running? Maybe the choke adjustment as well. Thanks for making this video.
I did that to my diggit. It was supposed to be 9 gallon. Got in in filled it up. I think 7 gallon. I cut the line and left the original fuel tank on motor.

It smoothed out might been air in the line
If you reverse the polarity on the fan and flip the blades around you can mount it with the flat face part of the shroud
